In 1850, Scarborough was established as a township. Following the inclusion, the Scarborough government was led by a reeve, deputy-reeve and three councilors, each elected annually. The council initially met in Woburn County but was relocated to Birchcliff in 1922, where most of the people were then living. During the Great Recession the local government was on the verge of collapse. The Ontario Municipal Board intervened and appointed a committee to oversee the collapse of local government.
The expansion of Toronto east, in the 19th century, led to the construction of stock stocks in the corridors of Kingston Road and Danforth Road in Scarborough. This led to the construction of a walking line. In 1893, Toronto and the Scarboro 'Electric Railway, Light and Power Company built a one-track line along Kingston Road to Blantyre. For the next 13 years this was expanded to West Hill. In 1904, the line became the Scarboro Division of Toronto and the York Radial Railway. Service continued on this route until 1936 when it was replaced by a bus service.
On April 15, 1953, Scarborough was incorporated into Metropolitan Toronto, a new high-level municipal government with the capacity to manage regional services such as roads, transportation, police and ambulance services. (Firefighting services remained different.) Scarborough retained local council but received representation from the new Metro Council. The new council had 24 members, 12 of whom were in the old city of Toronto and 12 from the city's municipalities. The council was not directly elected but was made up of members of each local council. Scarborough's contribution was his assistant at the time who was Oliver Crockford.
In 1967, Scarborough was annexed by the city. The reeve was replaced by the mayor. Albert Campbell, who had been released since 1957, became the first mayor of Scarborough. The new district council consisted of the mayor and four members of the governing body (which served as the executive committee). There were also ten aldermen. The mayor and administrators also sit on the Metro Council. In 1973, Scarborough increased in size when the West Rouge area, formerly within Pickering Township, was transferred to the Durham District Municipality. The state of the city was transformed into a city in 1983. The number of aldermen was increased to 14 and the working time was extended to three years from two.
As the urban landscape continued to expand, large Scarborough rural areas were transformed into urban housing developments in the latter part of the 20th century. At the beginning of the 21st century, growth took place in the Highway 401 north corridor at the end of the Scarborough RT; Highrise condominium projects have expanded the area around the Scarborough City Center.
